Lac Hong University holds meeting on new regulations for academic programs, learning outcomes and digital competencies

On the morning of August 18, 2026, Lac Hong University held a professional meeting to discuss the implementation of new regulations on academic programs, learning outcomes and digital competencies. The meeting was chaired by Assoc. Prof. Dr. Le Phuong Truong, Head of the Office of Educational Testing and Quality Assurance, who also served as the main presenter. Trinh Nguyen Thu Giang served as the meeting secretary.

Participants included representatives from the Office of Academic Affairs and the faculties, as well as staff responsible for academic administration, academic programs and quality assurance. Faculty academic officers and staff involved in quality assurance and curriculum development also attended.

Assoc. Prof. Dr. Le Phuong Truong, Head of the Office of Educational Testing and Quality Assurance, discusses new regulations on academic programs, learning outcomes and digital competencies at Lac Hong University’s professional meeting.

The meeting focused on reviewing the requirements and reaching a common understanding of how to implement Circular No. 54/2026/TT-BGDĐT on academic programs at different levels of higher education, Decision No. 39/2026/QĐ-TTg on the Vietnam National Qualifications Framework, and Circular No. 02/2025/TT-BGDĐT on the Digital Competency Framework for Learners.

During the meeting, Assoc. Prof. Dr. Le Phuong Truong noted that relevant units need to proactively review and update learning outcomes in line with the Vietnam National Qualifications Framework. They should also identify digital competency requirements that match the objectives of each program, the characteristics of each discipline and the level of study. The Digital Competency Framework should be applied selectively rather than incorporated in full into every academic program.

Much of the discussion focused on integrating digital competencies into academic programs and updating content related to artificial intelligence. Participants discussed responsible use of AI, the ability to work effectively in digital environments, and the capacity to access and apply emerging technologies. These discussions will provide a basis for faculties to continue reviewing their programs and determine an appropriate level of integration rather than applying the same approach across all programs.

The meeting also agreed to continue assessing learning outcomes through appropriate courses, with assessment plans developed for each student cohort and combining both direct and indirect methods. The University also plans to expand the use of software to automate calculations, data consolidation and report generation, gradually moving toward data-driven management of academic programs.

The meeting provides a basis for units across the University to implement the updated requirements consistently for students admitted from 2027 onward. The changes are intended to ensure compliance with current regulations while taking into account the characteristics of individual disciplines and Lac Hong University’s development priorities. They will also support continuous improvement and help units prepare evidence for accreditation and reaccreditation activities.
